The mining carts northwest of Seer's Village. You need to do a quest, but it's worth it.

its west of seers village
theres about 20 coal ores there

Wow, you are only level 20-30 and already a member? Most people don't recommend becoming members until level 60 combat.

I have heard that the coal trucks mine is indeed the best place to mine coal in p2p.
