Its used for the quest "A Knights Sword", you give it to Thurgo, along with two iron bars, to make a blurite sword.

also, u need 10 mining to mine it
it is surrounded by ice giants and ice warriors lvl 54

After he makes the sword, you've completed the quest, you get:

12.750 smithing exp.
And the Ability to make a Bluerite Sword.

Yeah it's inside the cave with the ice warriors. That is one of the best quests to complete at the beginning to raise your smithing quickly and start making money quick. I know this is old and everything but don't put so many smilies.
