I'm actually going to attempt shooting for 99 fishing soon,
BUT
I need some tips to shave the time
I'm a busy lil kid.

Yes, fly-fishing has been confirmed to be THE fastest way to 99 fishing. Others do lobsters or monks for money.

F2P = Barb VIllage, then run and bank at Edgeville OR powerifsh(fish and drop)

dukkie00 will become famous soon enough.
Monks are fast... and give the highest xp... at 120 a piece...

I got to 80 fishing in no time and there is a bank close to the Monkfish spot at piscatoris...

So that would be my recommendation and also its good cash...

Yeah, I also have to say fly fishing at Shilo Village. Fishing was my first 99 and it took about 4 months of constant fly fishing. I think I got around 100k xp per day. Good luck with your goal!

If you're looking for strictly experience then fly fishing is the best, but you'll be missing out on a lot of mils.

It depends what kind of busy you are. If you just want fast xp and don't get a lot of time on the computer but would like to be active I'd suggest barbarian heavy rod fishing. If your busy as in a lot of stuff like homework but can get on your computer I'd suggest getting the requirements for monkfishing which is a less active but a cut in the xp while making a nice profit.
