Do you have to complete a quest to wear the dragon hally?

Yep.

Regicide must be completed to wield the D hally.

Oh and BTW to do regicide you must have done underground pass which requires completion of a diff quest which requires cimpletion of another quest. All in all it is pretty hard to even get to be abe to do regicide

Ya bro u have to do regicide and u have t do under ground pass and have like 53 agility if i am right.
