well, I don't know about p2p, but f2p, you could train on cockrouch soldiers near the Barb village, I hear they give good drops and give alot of exp.

When you say best monster, are you looking for exp or drops?

Try the mid levels of the security stronghold

Specifically the green level in the strong hold with all the green monsters.

The flesh crawlers on the second level drop alot of fire runes and herbs. They are pretty good experience too. The best weapon, and affordable, is the dragon scimitar. Well, best weapon for strength training if you aren't crazy rich.
