You should try the mining guild if you want coal. There is around twenty in there. It is in Falador, pretty hard to miss.

you don't need, do you? you already have 65 mining for the guild!
and although there are 31 coal rocks, it's quite far from a bank. even mining at Dwarven Mine(excluded guild) is faster, with only 5+3+3 coal rocks..
