Member or non member? I've brought most of my acct's to hill giants or mossies when at that level. Hill giants in Edge/Varrock you can fish and cook in Barbarian village or make stuff in chef guild. If member, rock crabs are real popular northeast of Releka.

Your question is super vague. there is no "best" in a sense. You mean most profitable? Good looking? Most xp? Least annoying? 0_o Gimmie somethin here.

Most profitable: giants.
good look: No idea
Most xp for patient people: members: experiments
most xp for impatient people or afk people: security dungeon b2 ~famine~
