...I'm sure you mean the Cosmic Altar. Well, you need to complete Lost City so you can have entrance to Zanaris using the Dramen Staff (To teleport there, you equip Dramen Staff then walk into the Lumbridge Swamp Shack), and of course the Runecrafting level and Cosmic Talisman to access it. It's slow unless you have the agility levels to use the shortcut to it.

It's an okay way to raise your Runecrafting as well, I did it a little bit then used all the Cosmic runes to enchant my Dueling rings.

Vscel summed it up nicely. Members only post Lost City. It's way south and a bit of a walk through the enchanted land but at least there's a bank in Lost City.
