What is this phrase which I keep on seeing in Youtube vids does it actually do anything?

I'm not positive, but I think it's a prayer you can use to help somebody else.

I first came across it while doing the Dream Mentor quest. You have to help the "fallen man" fight his fears. While you are fighting, he's running around in fright. Every now and then though, he comes over to you and says "taste vengeance" and throws some sort of sparkles. I really don't know what the affect of it was though - I was a little too busy trying to stay alive to pay much attention to it.
