ok go to varrok west bank...well go north west to a house right beside the bank and theres a house...go upstairs and juliet is there.

Why do you need Juliet for dragon slayer? Doesn't she only play a role in the Romeo and Juliet quest?

Varrock West Bank, go North, then right, then open the door, then go upstairs, and there! You can do it before you can say "HAGA-WOODY-YA!". :D
