North of the craft guild, I think. That little road that looks like it leads to nowhere. It's one k. You have to do it for "Recruitment Drive" quest.

Just to the SW of Falador.

If you are P2P, hop the gap in the west wall and go south. It will be on your left (west) just after you go through the fence.

If you are F2P, go out the south gate and head west. He/She is just past the SW corner.
