Originally it was just to sort of go along with the Edgeville Theme I guess, or it could have been added when they were originally planning on making POH (Player Owned Houses) in 2000. But now they've made it serve as a purpose of being Evil Dave's house for the members. Members get to go in the basement of that house during the Recipe for Disaster quest and must kill creatures called Hellrats to get certain Recipes (Spice). Also this allows Members to have Hellcats.
