two things need help with

selling my runne pl8 and getting skull sceptre i have two parts of sceptre and need 2 more parts but how i get? i got right skull half and bottom of sceptre

The best place to sell Rune Plate is outside the West Varrock bank on a low numbered free-to-play (non-members) world.

You can get the other two parts of the scepter in the Stronghold of Security (same place you got the first two). There are four levels to the Stronghold and one part of the staff is dropped by monsters on each level. The bottom level can be tough though. Wear full rune and bring good food.

Yes it is.

You get each part of the Skull Scepter by killing a certain type of monster in each level. There is a chance that you will get a piece of the Scepter.

When you obtain all of the parts, you can put it together and the scepter provides a limited number of teleports to Barbarian Village, if I'm not mistakened.
