Sorry if this is nooby but i keep reading that you can't train strength with a whip.
As i am neering 70 attack and was considering getting a whip is this the case and if so i will keep my drag weapon as well to train strength.
Can anyone clear this up please?

Well this is true for the most part. You can train str with it, but only in controlled mode, which means it shares the xp with att/str and defence. The best weapon to train strength is a d scimmy with a dds as a backup for specs.

^ It is the special attack offered with different weapons. Where you select your attack style you will see a special bar at the bottom. You can click that and it will use that weapons special attack. When you have used the bar up you can't do a spec again until it recharges. Spec's are different for the different weapons. Hope that helps. And there is nothing to be sorry about, when you are asking a question. By the way I think whip is awesome.

Yes it is true.
You can only attack with def mode and attk mode.
You should keep drag weps to train but when you get 70 attk and str turn to barrows by selling your whip

I am already 70 str and will shortly be 70 att as well my def is only 40 at moment should i train that up or leave and just wear rune?
My Prayer is 44 if that helps - used to be pure ranger (70 range/70 mage) but have changed from that.
