Skill Cape

I know you can only buy skill capes in member servers, but I was wondering if they were classified as 'member items'. I know you can do the emote on nonmember servers, but can you take the cape off, then put it back on in nonmember?

You can do emote in free world, but its a member item, so if you remove you cant take back on.
