when you are cutting jungles with machete while helping Tai Bwo Wannai villagers on Karamja sometime snakes (poisonous, lvl 35) will jump on you from those jungles. Kill them and you'll get skins. For details read about Tai Bwo Wannai Clean Up minigame of one of fan sites.

then tan hides in al harkid, and make snakeskin out of the hides by unsing needle and thread..

They seem to sell well to lower lvl rangers, I think because not a lot of people make and sell them like dragon

How much would someone pay for snakeskin? I need to get my crafting up from 60-63 and need to know if snakeskin would be worth it?

Not sure about the price, but I would not recommend snake skins nevertheless - they are hard to obtain. I would stick to dragon hides for crafting leveling
