Ok, for some odd reason, when I try to pay-by-phone, it does the error message for me! I live in the US!! AND I PUT THE NUMBER RIGHT!!!!

What service are you using? Some providers don't have a deal with Jagex and so you can't use your phone to pay for your membership..
I think Verizon or whatever can't..
