I found the Veracs Set to be around 4,750,000gp - 5,000,000gp now.
If you didn't want the flail, then subtract about 600,000gp - 700,000gp.

You can get them from doing the barrows minigame. Or you can go to one of the first few worlds to buy them. Check Falador Park world two, maybe.
