I don't think, multi-combat zones are random, certain areas in the wilderness don't have them and it's almost always been that way.

The multi zones are not random, there are certain rectangles for them throughout the wilderness. Generally the east side is multi, and west side is single, north of lava is multi, ice mountain is single.

Though at the black knight fortress and bandit camp and prayer place on the west side is multi.
The farthest east, by the water is single combat.
Directly by the rune rocks and northwest of them is single cmb, everywhere else around the rr is multi.
Other mining areas are also single.
