Selling rs money for real money isnt scamming. Scamming involves a loss/misunderstanding of a transaction. This is just against the rules.

If they are feeling nice they could include why it is against the rules. (eg: Trading Runescape money for real life things is against the rules of the game, therefore it is against the rules here)
