I'm thinking that program is for Runescape Classic and most the stuff doesnt work with Runescape 2 (The current version 4 all you special people). I dont even think RS Classic is worth cheating in.

No matter what it's for, RSB doesn't support cheating in RuneScape. You can't just type in a code and become number 1 in life.
