yanille magic guild (you need lvl 66 magic though to enter) perhaps or the north-east corner in ardougne. Don't think there are many more, if there even are others.

yanille mage guild, rune shop below varrocks east bank, the man on the north-east part of ardy, and some cave out in tree gnome village....can't remember the rest.
