Probably lessers in karamja volcano. But trust me. Mind runes are EXTREMLY slow. If i were u, id go for chaos runes. But if you want the best xp for your money, become a member and high alch.

for mind runes i would say the lesser demon in the top level of wizards castle thats where i train if i get minds...dont forget your laws for telekenitik grab coz those suckas drop rune meds

whats ur mage lvl?cause if its below like 50 ull waste most of ur runes hitting 0s on lessers so i would say :
below 50-skeltons or mossies
over 50-lessers
