Just go onto a busy server to the G.E and start saying you will pay 5k-10k for one, you will get one quickly

There is a chance that a Wizard can drop those..

Try to buy a mind tiara too at the same time. That could increase the chance of getting one of those ( or both).
Mind tallys are dropped by wizards and imps, and spawn (free!) in the shop north of edgy.
