I need help getting 99 attack I'm a level 11. What do I fight to get it higher?

Lol, relax, grasshopper. 99 will take a long time, from level 11.

Right now, kill goblins and maybe scorpions in Al Kharid.

Or kill cows for the beef and hides. If you sell these drops on the exchange, you can buy armor or other battle necessities later on. Once higher, Al Kahrid guards or barbarians in barb village. Then on to hill giants. other goodies if a member.

I believe i trained on goblins (Near port sarim though, less people) for a loonnngggg time..

And i kept selling the stuff they dropped and buying the money I made with runes, then also using the runes to hit them to get my magic skill up.

Train cows... don't worry about making money since you want 99 attack, you should check out the Guides in the Guides Section. I would just start off by having small goals like 50 Str then have a goal to 70 then 80 etc.

Kill cows until you got 300 cowhides, sell and buy iron armour and a scimitar. By now you should be about lvl 10. Bring LOTS of decent food, like salmon, and 10 gp, and go to Al Kharid, and smash warriors. A cabbage spawns in the castle. Once level 35, train on Varock guards. Once lvl 50, train on Hill Giants at Varrock dungeons. Once lvl 70, whack lessers. Once 90, go to stronghold and kill Ankous until the desired level.
