Idk but I would go by the rule of thumb Jagex uses for stuff like that. The less ppl in the world the less it moves would be my guess, since the less ppl are in a world the slower things respawn. Idk for sure though

Yes, I think so.
It's generated by the more people on the world, the faster the respawns of trees, monsters etc. So it could be with fishing spots aswell. :)
