Make pouches.

Collect charms as monster drops, get secondary items including pouch and spirit shards then go to the obilysk in Travely and make pouches.

Check some guides for what you should make at certain levels.

No. Summoning is an expensive skill. If you have the charms and the money then it's easy and relatively fast.

Why? If you have money and charms it's fast. Get the secondary supplies from the grand exchange and keep running between a bank and a obelisk.

Do the wolf whistle quest in taverly. Takes like 30min. Then after uve done it u collect charms from monsters. Then u collect/buy the seconds/pouches/and shards. Use all 4 on the obelisk in taverly to make the pouches.

For a bit quicker, buy a house, pay agent to move it to Taverly and tele there and walk to obelisk. Then you can tele to somewhere with bank and repeat. If you have butler who goes to bank you can have him run back and forth for stuff.
Summoning=right color charm + enough shards (25 gp per) + pouches (1 gp per) +right ingrediants.

I train my summoning mainly with Tears of Guthix. If you haven't done that quest yet, you should really get it done. Then, you collect the tears once a week, and they go automatically into your lowest skill. The more quest points you get, the longer you get to stay and collect tears. I've gotten a few levels this way!

Also - hunt penguins. Put all those penguin points into summoning.
